In the process, NCIS Special Agent Anthony “Tony” DiNozzo, Jr. (Michael Weatherly) stumbled across something unpleasant, which caused him to suffer throughout the episode. Meanwhile, NCIS Probationary Agent Eleanor “Ellie” Bishop (Emily Wickersham) was forced to rely on her NCIS family after she discovered that a bomb had gone off in the hotel where her husband, NSA Attorney Jake Malloy (Jamie Bamber) stayed. Read on to learn more about what happened to Tony, and to learn more about Jake’s fate.

The episode began with a man reading a newspaper in the park during a kids Halloween party getting suddenly shot dead.

At the squad room, NCIS Special Agent Anthony “Tony” DiNozzo, Jr. (Michael Weatherly) correctly guessed that NCIS Probationary Agent Eleanor “Ellie” Bishop (Emily Wickersham) was stressed eating again as her husband, NSA Attorney Jake Malloy (Jamie Bamber) was out of town for another NSA assignment; while NCIS Special Agent Timothy “Tim” McGee (Sean Murray) and Department of Defense employee Delilah Fielding (Margo Harshman) were arguing with each other as they were in the process of moving in together. However, they were all interrupted by NCIS Special Agent Leroy Jethro Gibbs (Mark Harmon), who herded them towards Fort Scott Park where their latest victim, Petty Officer Second Class Adam Meyers had been shot. Afterwards, Tony began to itch badly.

Meanwhile, Ellie and McGee found a bullet casing in the “sniper’s nest,” which had been crawling with poison oak, and found a note that made them think that they were dealing with the serial killer called the Tri-State Sniper. However, they quickly ruled this out due to the fact that the Tri-State Sniper, who had just been arrested, had been nowhere near Fort Scott Park at the time of Meyers’ death, and as Forensic Specialist Abby Sciutto (Pauley Perrette) discovered inconsistencies with the note and the bullet casing.

Meanwhile, Dr. Donald “Ducky” Mallard (David McCallum) informed Gibbs that Meyers had been punched on the face two days ago; and Special Agent Maureen Cabot (Kelli Williams) joined the team as Meyers had been involved in an incident on the USS Campbell two years ago, in which he confessed to his superior officer, Peter Woodruff (Ryan Kennedy), that he had been the one who had taken pictures of Ensign Ashley Ryan, who had committed suicide several days ago, and of Lieutenant Kara Gifford (Kelly Frye), who wasn’t open to them, and had also spread them around the internet.

Meanwhile, after looking around the internet, and through Meyers’ things, Abby, Ellie and Delilah, the “Cyber Dream Team,” realized that Meyers didn’t have the know how to spread the photos online, especially as the camera belonged to a man named Howard Falconio.

Ellie, however, stopped helping them out for a while after learning that the hotel in Dubai that her husband had been in had been bombed.

While she monitored the situation at MTAC, McGee reminded her that her team would always be there for her, and Delilah helped out by finding the footage of a taxi that Jake had gotten into, which told Ellie that Jake hadn’t been there when the bomb went off.

Meanwhile, Tony, after canvassing Meyers’s neighbourhood, reported that Meyers had been seen having an argument with a woman who punched him on the chin. The woman turned out to be Gifford, who had decided to confront Meyers on why he had attended Ensign Ryan’s funeral. She then told Gibbs and Cabot that he had broken down, and talked about making things right.

They then brought in Lieutenant Nick Rossmore (Brad Benedict) after discovering that Tony, who had a nasty poison oak rash, thanks to his handshake with the lieutenant when they first talked at the crime scene, who also had the rash. However, he told them that he had gotten contaminated as he had come into contact with it while on his way to meet up with Meyers, who had been talking to him about coming clean to Ensign Ryan’s family. He also mentioned that the day that Meyers had confessed, he had been talking about how he needed money to get his sister a good lawyer after she had gotten arrested.

Abby then discovered that Woodruff had bought the camera, which meant that Meyers had just been his fall guy all along, in exchange for money to get his younger sister a good lawyer, and with the help of Peter’s former captain, they managed to get a full confession on tape.

Meanwhile, Ellie finally heard from Jake, who was coming home at the end of the week.

Before leaving, McGee handed Ellie a box, which contained a “Dream Team Unite” ring from Abby.

Afterwards, Ellie ran into Gibbs in the elevator, and she confessed that the past two days had been hard on her, especially as she had been so close to losing Jake. Gibbs then comforted her with a hug, and let her cry on his shoulder.
