It is all about the misuse of power by the Nixon administration for harassing political opponents out of suspicion, niggling activist groups and political figures with the use of people from the Internal Revenue Service (IRS), Federal Bureau of Investigation (FBI), and the Central Intelligence Agency (CIA).
